Trump's Progressive Alarm Misses Europe's Real Threat: Technological Decline.

Donald Trump's security policy document presents a misguided view of the European Union. It claims that unrestrained immigration and so-called "progressive" policies pose an existential risk to the continent's identity. Yet, this argument rests on a fundamental misinterpretation of the reality. The true danger confronting the EU is not societal but technological and economic backwardness.

A Glaring Economic Gap Separating Europe and the US

Statistics paint a stark picture. From 2008 and 2023, US GDP grew by 87%, compared to a paltry thirteen and a half percent increase for the EU. Over this period, European income per person fell from over three-quarters to just half of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major EU nations like France and Italy.

Today, roughly 50% of the global top fifty technology firms are American, while a mere four are from Europe.

The Technological Deficit: A Critical Question

This widening disparity stems from superior efficiency gains in the United States, fueled by breakthroughs and better use of resources. The landscape of world technology leadership is decidedly US-centric. Over the past five decades, 241 US firms have scaled into enterprises valued at over $10bn, compared with only fourteen in Europe.

This disparity raises a pressing issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does the EU positioned? Experts widely concede it is largely a contest between two between the United States and China, with European nations entering at a clear handicap.

Root Causes of Europe's Technological Lag

A number of major factors account for this technological divide.

  • Venture Capital: The US boasts a far deeper and more dynamic system for financing new ventures. The EU still lacks a true capital markets union, which limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A American entrepreneur can launch a service under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is divided among 27 different national regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, there are causes for hope. European leaders are increasingly aware of the severe threat and have begun to advance substantial change. Notable reports on European competitiveness and the single market point to the necessity of sweeping changes.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe still possesses considerable advantages: high-quality human capital, excellent education systems, and premier labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a new wave of venture creation.

Crucially, even if Europe does not become the leader in developing cutting-edge tech, it can still dramatically increase productivity by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now stands at a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. But, without decisive action to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible loss of world influence.
